W3 Shopping Cart offers 10 ways to charge shipping.

Charge a different amount for each product. Specify 3 amounts for each product:

Optionally allow your buyers to select a Shipping Type such as UPS Ground, UPS 3-Day, UPS Overnight. Specify the Shipping Types you wish to offer, then define your Shipping Method prices for each of your Shipping Types.
Offer free shipping for orders exceeding a specified amount, no matter what Shipping Method you use.
Change "Shipping" terminology to meet your needs: Call it "Shipping & Handling" or "Service Charge", or whatever you like.
